Recently, six ministries and commissions, including the ministry of industry and information technology, jointly issued the circular on the issuance of the green industry guidance catalogue (2019 edition) >, and the green industry guidance catalogue (2019), hereinafter referred to as the catalogue.
The catalogue consists of six parts: energy conservation and environmental protection industry, clean production industry, clean energy industry, ecological environment industry, green upgrading of infrastructure, and green services. Among them, in the catalogue of energy conservation and environmental protection industry, a number of products and technologies of lighting industry are listed as follows:

High efficiency lighting products and systems manufacturing
It includes large-size open-box sapphire for light-emitting diode (LED), large-size high-efficiency and low-cost LED epitaxial growth and the industrialization of chip fabrication, alternative semiconductor lighting source, new LED lighting application products, semiconductor lighting products and their production equipment, electronic ballast and other equipment manufacturing. LED products shall comply with national standards such as energy efficiency limit value and energy efficiency grade of non-directional self-ballast LED lamps for common lighting (GB30255), performance measurement method for LED downlight (GB/T29293), performance requirements for LED downlight (GB/T29294), and performance requirements for non-directional self-ballast LED lamps for common lighting (GB/T24908).

Green lighting renovation
Including the use of mature technology of semiconductor general lighting products, high/low pressure sodium lamps, metal halide lamps, three-base color double-ended straight fluorescent lamps (T8, T5) and other efficient lighting products, efficient lighting control system, and the use of natural light as the light source for the implementation of all kinds of buildings and public places lighting energy-saving transformation. Relevant parameters shall meet the national standards such as "technical requirements for LED urban road lighting application" (GB/T 31832) and "performance requirements for LED lighting for tunnel lighting" (GB/T 32481).
In green infrastructure upgrade part, put forward in the design and construction of green building, should comply with the "green building evaluation standard" (GB/T 50378), "green industrial building evaluation standard" (GB/T 50878), and other standard standard requirements, in a week or more involved in the standard of light pollution in the design of indoor and outdoor lighting, indoor lighting power density, etc.
Developing green industries is not only a strong support for promoting ecological progress and winning the battle against pollution, but also an important part of fostering new drivers of green development and achieving high-quality development. The catalogue also requires relevant local departments to gradually establish a green industry recognition mechanism on the basis of the catalogue, and orderly introduce social intermediary organizations to carry out relevant services.
